One-stop-shop for investors at Masar Service Centres
Muscat: For investors who want a unified and an integrated system for approvals in the Sultanate, Masar Service Centres are the one-stop-shop for them.
They streamline the procedures for investments by giving faster approvals, permits and licences required for projects under one roof in a specific time period.
Sheikh Nasr bin Amer Al Hosni, Undersecretary at the Ministry of Labour for Labour, visited Masar Service Centre, which pertains to the Public Establishment for Industrial Estates – Madayn at Al Rusayl. Hilal bin Hamad Al Hasani, Chief Executive Officer of Madayn, welcomed Al Hosni and briefed him on Masar and its variety of services.
The CEO of Madayn stated that Masar presents a unified and integrated system that facilitates and streamlines the procedures for the investors to be able to obtain approvals, permits and licenses that are required for their projects under one roof and during the specific time period. “In fact, Masar aims at providing a system of integrated services that the investor needs to contribute to enhancing an ideal investment environment in the Sultanate,” said Al Hasani.
Ibtisam Al Farooji, Director of Masar Service Centre project, informed that Masar Service Centres at Al Rusayl and Sohar Industrial Cities have resumed receiving clients effective from last Sunday after a hiatus of more than five months caused by COVID-19. During the period, Masar was processing the enquiries and transactions using electronic services as possible.
Al Farooji explained that the centre features services of a number of bodies that include Madayn and its Oman Investment and Development Holding Company (Mubadrah), Ministry of Commerce, Industry and Investment Promotion, Ministry of Labour, Ministry of Foreign Affairs, Oman Chamber of Commerce and Industry (OCCI), and Sanad Service Centre.
Al Farooji emphasised that Masar aims at bringing together various services offered by several bodies under one platform to offer a flexible, reliable and secure environment for the investors to conduct transactions with these bodies. “Through Masar Service Centre, Madayn aspires to contribute to comprehensive and sustainable economic and social development through its effective management of the industrial cities and the services and incentives that are offered to investors to develop attractive investment destinations for local and foreign projects,” Al Farooji added.
Through Masar Service Centre, Madayn and Mubadrah offer a range of services that include granting licenses, permits and approvals issued on behalf on any government body, approving main contracts and subcontracts (third-party), exercising inspection and supervision activities in the industrial cities, leasing lands and facilities in the industrial cities, in addition to other services.
The Ministry of Commerce, Industry and Investment Promotion offers several services including obtaining new or renewal of commercial registration, obtaining an industrial license, adding activities to the license, and attesting the certificate of origin. On its side, the Ministry of Labour provides services related to employment licenses (permits), renewing labour cards, approving investor requests, lifting the ban on investors, getting acquainted with Omanisation percentage, employee statement, responding to enquiries and complaints, in addition to other services.
The Ministry of Foreign Affairs delivers a set of services related to attestation of commercial contracts, invoices and certificates. The Ministry of Foreign Affairs also offers services regarding marriage certificate, divorce certificate, study certificate, request of a lost document, among other services. Moreover, Oman Chamber of Commerce and Industry (OCCI) provides several services through Masar such as chamber membership registration; attestation of commercial invoices; issuance and documentation of certificate of origin for the Omani, re-exported and foreign origin products; and attestation of various documents including salary certificate, experience certificate, and translated documents.
Through Masar, Sanad Service Centre offers its usual services that are related to the Ministry of Commerce, Industry and Investment Promotion, Ministry of Regional Municipalities and Water Resources, Ministry of Labour, Ministry of Health, Royal Oman Police, and Public Authority for Social Insurance.
